'Fiscalitis' Joseph Chamberlain (1836-1914) performs a balancing act, standing precariously on a glass globe entitled 'Class' whilst juggling a loaf of bread, a packet of tea and a sack containing the Old Age Pension. The Old-Age Pensions Act of 1908 is often regarded as the one of the foundations of the UK's modern social welfare system and formed part of the wider social welfare reforms of the Liberal Government of 1906-1914.
