The Daily Express Building in Fleet Street was built in 1931 , all black and clear glass panels set in chromium . Owen Williams was the architect . Lord Beaverbrook , who dominated the British press after Northcliffe , bought the derelict Daily Express and transformed it into the newspaper with the highest circulation in the country .
