New York, New York August 21, 1933 Not even a downpour could halt the NRA flag-raising ceremonies at the Hotel Pennsylvania as a huge National Recovery Administration banner was raised to a prominent position in front of the Hotel. Grover Whalen, Chairman of the New York City Campaign, is shown as he officiated, while several city officials and a small crowd, kept to a minimum by the rain, looked on.
