Dockers Stay Out - Government Moves In -- A forest of hands proclaims the intention of London dockers to stay out, in defiance of the Government's intention to declare a State of Emergency this morning July 11. They were voting at a mass meeting at Victoria Park Bethnal Green London, attended by about 5,000 dockers. The proclamation of emergency enables the Government to make emergency regulations to safeguard transport, food, water and other essential services. As the dockers' meeting ended, a member of the "Lock Out Committee" warned them to keep in close contact with the Committee, keeping themselves out of bother and trouble. July 11, 1949.
