And that means the future private secretary of Papua New Guinea's Chief Minister, Mr. Somare, doesn't always agree with her future boss. Miss Taylor, 22, a final-year law student at Melbourne University, believes a Westminster system of centralised government is inadequate for an independent PNG. "Mr. Somare favors it, but I'm not so sure," she said yesterday. "I'd prefer a system which integrates and reflects the Melanesian concept of discussion and compromise on a provincial level.
