Makes Final Report To His "Chief" - General of the Army Dwight D, Eisenhower, head bared, stands in silence with Mrs. Eleandor Roosevelt at the grave of the late President Franklin Deland Roosevelt in the quiet cemetery at Hyde Park, N.Y. At long last Eisenhower was able to report to his "Chief", but instead of his V-E day message "half the victory is ours".
