Radford Gets Hearty Welcome -- Admiral Arthur W. Radford (right) gets a hearty welcome from Admiral William Fechteler (left) and General Omar Bradley upon his arrival here yesterday to become chairman of the joint chiefs of staff. Bradley is giving up that job. Fechteler is retiring as chief of naval operations. Following Navy custom in Sunday off-duty attire, the two Admirals are in civilian clothes.
