A Difficult Formation Above The Clouds -- The 73rd Squadron of the 17th Attack Group of the First Wing, G.H.Q. Air Force, shown executing a difficult precision formation high above the clouds during a cross country training flight recently. The formation is being led by Captain Robert F. Tate. President Roosevelt yesterday declared a "National emergency" because of the European War, and issued orders for substantial increases in the Army, Navy, Marine corps, and National Guard.
