It is stated to be German workers at an Armament plant training with an ack-ack gun. Officer in-charge is head of the chemistry department of the same factory. While an indication of Germany's manhood shortage, The picture is interesting and that it shows the long standing Germany tradition of "Heel clicking" dicipling is also present here, note those finger tips, for instance.
