William Carter joined The Buffs in 1857, becoming a Colour Sergeant in 1866, then Quarter Master Sergeant and Sergeant Major of 45th Brigade Depot, 3rd (The East Kent) Regiment in 1875. He served until 1890 when he was the Sergeant Major of ?K? Coy, 2nd Battalion, The Buffs (East Kent Regiment). Colour Sergeant Carter wears the 1868 Pattern full dress tunic and is pictured standing holding the back of a chair. The photograph was presented to the 1st Battalion The Buffs in 1911, when the unit was based in Dublin.
