Although described as Mons or Peguans by a French delegation in 1866-68, this attribution was almost certainly due to the similarities the colonists encountered in the peoples' costumes and features. In fact, the people in this drawing are most likely ethnic Yi (aka Lolo) or Pa-Y, as these tribes are most prominent in the region traversed by the French delegation.
