He is speaking on the subject of the transfer of the body of the Emperor Napoleon II from Vienna to Paris, a gift from Hitler to the Vichy regime. On the extreme left of the photograph is Fernand de Brinon, a leading French collaborator during the Nazi occupation who was tried as a war criminal by the French after the liberation and executed in 1947. The photographer is unknown.
