Lord Shelburne (Secretary for Home and Colonial Affairs) and Richmond (Master General of the Ordnance) are part of the sinister group, who carry objects alluding to Guy Fawkes - gunpowder, a dark lantern and kindling. Gillray's print satirises the changing relationship between King and government. George III is shown dozing with his hands shackled - he is oblivious of the new threat to his authority.
