Kaiser Wilhelm II, Emperor of Germany (1859 - 1941), eldest grandson of Queen Victoria and a military enthusiast, despite his deformed arm. He supported Austria's immoderate demands on Serbia which was the catalyst for World War I but made all efforts to avoid the inevitable outcome. During the course of the war, power passed to his generals and he became a mere figurehead, contrary to the popular image of him as a great war-lord.
