Australian administration officers, A.F. Bill Kyle, and Ian Skinner, addressing a group of Chimbu tribesmen at the hand over of administration of the Chimbu-Wahgi patrol post in the Eastern Highlands of Papua New Guinea to patrol officer Leigh Vial, 1939. All three Australians served as coast watchers during World War II in New Guinea. Kyle was executed by the Japanese and Vial died in a plane crash. Skinner survived the war and returned to New Guinea post-war to continue his career as a senior administration officer until retiring to Australia in 1971.
