Below; crossed scepters with the Hand of Justice and one called "Charles V"; with the image of Charlemagne; surrounds the shield collar Grand Master and Grand Aigle of the Legion of Honour; an honor to the civil and military merit established by Napoleon in 1802; to fill the gap left by the abolition of the noble orders of knighthood.
