The news of the discovery of the victims of the massacre in Katyn forest had been spread by Radio Berlin on April 13 on the initiative of the propaganda minister Goebbels; arousing the reaction of Stalin who tried to riaddossare responsibility of the massacre to the German forces; then related to the USSR by the Molotov-Ribbentrop Pact. To resolve the issue; at the request of Hitler and the Polish government in exile was set up an independent international commission under the auspices of the International Red Cross; made up of twelve experts from different countries; led by Switzerland's Naville and which was also part of the Italian Vincenzo Mario Palmieri. The unanimous verdict of the Commission took responsibility for the massacre to the Red Army.
