The Cabinet met at number 10 Downing Street this morning, for the first time since the reconstruction of the government. Attending the meeting were Mr Philip Noel Baker, Secretary for Commonwealth Relations, and Mr Arthur Woodburn, Secretary of State for Scotland, whose new appointments have brought them into the Cabinet. The third member, Lord Addison, now Lord Privy Seal, has not yet returned from Australia.
