A new picture of the Marquis of Reading, 58 year old leader of the Liberal Party in the House of Lords, who has introduced on behalf of his party to the Preservation of the Rights of the Subject Bill as a private member's bill in the house of Lords. The Bill seeks primarily to curb the practice of delegated legislation whereby orders and regulations governing the citizen are introduced by Ministers under powers conferred on them by numerous Acts of Parliment. 15 May 1947
