Pakistan Ambassador Mohammed Zafrullah Khan charges during his speech before the UN Main Political Committee that Russia has forged documents purporting to outline plans of the Central Party Organisation (CENTO) to create nuclear "death zones" in its own country and Tehran as part of an attack on the Soviet Union. Khan condemned the documents as "calumny and absurdity," and said that Russia in preparing the false papers had added "subtlety to the artistry" of its propaganda mills. 1 November 1961
