Zafrullah Khan (right), UN delegate from Pakistan, exchanges a few words with US Secretary of State John Foster Dulles at the end of the General Assembly Session. Dulles, making a major policy speech, told the assembled delegates at the session that Russia has offered to hold further discussions on President Eisenhower's "atoms for peace" plan which it had all but rejected previously. The 66-year-old Secretary of State cautioned the assembly, however, that the USSR has shown no willingness to take part in the president's plan except from the condition that all nuclear weapons be outlawed in advance. 23 September 1954
