Thaddeus Stevens of Pennsylvania, boss of the Rebublican House of Representatives, had no sympathy for any ex-Confederate. He planned to have Congress carve up the "damned rebel provinces" and fill them with new settlers, as thought the whole South were conquered Indian land.
