M Barthou ( French Foreign Minister ) dedicated a plaque to the memory of Emile Delacasse who ( as a former Foreign Minister of France ) framed the triple entente between France England and Russia and entirely changed the political face of Europe by making the three countries allies - the plaque was placed on the house in the Boulevard de Cliehy in Paris where Delcasse lived - Mme Hogues ( daughter of Selcasse ) and her husband General Nogues attended the ceremony - photo shows M Barthou speaking at the ceremony - on the extreme left is General Nogues in uniform and Mme Nogues October 3rd 1934
