Set in the bleak landscape of the Arctic , the world's northernmost hydroelectric station has been built by the Soviet Union over 100 miles north of the Arctic Circle and 20 miles from the city of Murmansk on the Kols Peninsula bordering the Barents Sea . Harnessing the power of the Tulon river , the station has the capacity of 18,000 kW . It took three years to build and is already supplying electricity to Murmansk .
