Stalin ' s new right hand man . Lazar Kaganowitch , a member of the political bureau of the Communist party in Russia , head of the Moscow Committee of the Party and one of the secretaries of the Central Committee , has now been raised to the position of right hand man to Joseph Stalin the Russian dictator . Recently Moscow and the surrounding places have been flooded with portraits of Kaganowitch in an effort to popularise him and at a recent review of the Red army in Red Square Moscow , he was given the place of honour next to Stalin .
