Mr Hulbert Scott Paine , who builds motor boats for the Royal Airforce and has successfully competed against America in several contests , is Britain 's last minute challenger to wrest from America the British International Trophy for speed boats . The challenge was cabled to the Yachtsman Association of America by Colonel W Bersey , Commodore of the Royal Motor Yacht Club . Mr Scott Paine 's boat will be known as Miss England IV , and she will have a Napier Schneider Trophy engine developing 1,350 horse power .
