Sino Jap officials confer on peace terms just before bomb outrage . Just before the bomb outrage in which five of the Japanese leaders were injured , a conference , led by Sir Miles Lampson , the British Minister to China , and Nelson T Johnson , the United States Minister to China , met at the British Connulate in Shanghai in an effort to bring hostilities between Chinese and Japanese to a complete stop .
