Forty thousand troops paraded in the Red Square in Moscow before Voroshilov , the Red Commissar for War , Stalin , the Soviet Dictator and other members of the Soviet Government to celebrate the fifteenth anniversary of the foundation of the Soviet regime . A future war is inevitable said Voroshilov , while addressing the troops , as he took the salute ' We do not intend to be drawn into the coming , but should the increasing menace of invasion force us we are ready to defend our soil to the last gasp . ' In his speech Kalinin accused the British diehards of having achieved their aim in abrogating the Anglo Soviet trade agreement , and said that in triying to hurt Russia , the losses had rebounded onto the British .
