The Moscow Soviet of working people is elected every two years. Moscow's budget for the year 1939 amounts to 1,500 million roubles whereas the entire budget of Tsarist Russia amounted to 2,000 million roubles. All these enormous sums are expended on building new houses, clubs, schools, kindergartens, etc., on improving the material well-being of the working people.
