In the early 30s, groups for studying jet propulsion were set up in Moscow and Leningrad, which played an important part in the development of rocket engineering in the Soviet Union. Later a Jet Research Institute was organised. Tsiolkovsky closely followed the work of the groups and the Institute and maintain constant contact with them. He is seen here with I.T.
